State ADU law (Gov. Code §65852.2) mandates 60-day ministerial review, eliminates owner-occupancy requirements, and allows ADUs by right in all single-family zones. SB 1211 stacks up to 8 detached ADUs on multifamily lots, and AB 2533 created a pathway to legalize pre-2020 unpermitted units.
California’s Department of Housing and Community Development estimates the state needs 2.5 million new homes by 2030 to meet demand, with one million reserved for low-income households. ADUs are the fastest legal path to add housing on existing residential land — and factory production cuts the timeline further.
