Why Azure works in California

Built for California’s housing reality.

The state writes the most aggressive ADU laws in the country — and faces the largest housing shortfall. Azure’s factory build was designed for both.

01 · THE LAW

California is an ADU leader.

State ADU law (Gov. Code §65852.2) mandates 60-day ministerial review, eliminates owner-occupancy requirements, and allows ADUs by right in all single-family zones. SB 1211 stacks up to 8 detached ADUs on multifamily lots, and AB 2533 created a pathway to legalize pre-2020 unpermitted units.

02 · THE NEED

A 2.5 million-unit shortfall.

California’s Department of Housing and Community Development estimates the state needs 2.5 million new homes by 2030 to meet demand, with one million reserved for low-income households. ADUs are the fastest legal path to add housing on existing residential land — and factory production cuts the timeline further.

03 · THE FIT

Engineered for Title 24.

Every Azure unit is Title 24 energy compliant, 150 mph wind rated, and seismically resilient. Cities from LA to Sacramento now run pre-approved plan programs — LADBS Standard Plan, San Jose’s Master Plan, Fresno pre-approved, Sacramento’s AB 1332 pathway — and Azure models are designed to qualify.
